Establish yourself in Panama temporarily and legally. Panama offers temporary residency for work, investment, educational and humanitarian reasons — and also for strategic sectors such as the City of Knowledge (Ciudad del Saber) and the Panama Canal.

The process

  1. Profile evaluation and determination of the correct category for the client’s situation.
  2. Complete preparation of the file with all documentation required for the category.
  3. Filing before the National Immigration Service and obtaining the 6-month temporary card while the application is processed.
  4. Case follow-up until approval and delivery of the 2-year temporary resident card.
  5. Support with annual renewals and the path toward permanent residency upon completing 6 years.

Important details

Temporary residency is granted for renewable annual periods up to a maximum of 6 years. Upon completing that period, the temporary resident may apply for permanent residency. During temporary residency the foreigner obtains a Panamanian migratory ID card. With active temporary residency you can apply for a work permit and tax residency if you stay more than 183 days a year in the country. Not all professions are available to foreigners — the Panamanian Constitution reserves certain professions exclusively for nationals.

Special policies

Spanish citizens access permanent residency directly without going through temporary residency. Executives under the SEM regime have permits tied to their company. Students with 6 consecutive years of study in Panama qualify for direct permanent residency under Executive Decree 3 of 2026. Special zones such as Panamá Pacífico and the City of Knowledge have their own permits. Countries with bilateral agreements have differentiated conditions evaluated case by case.
